How do you know...Allow me to play devils advocate.<br /><br />How do you know that just because there was no disabled tag on the vehicle that the person was not disabled. My spouse has very limited mobility and has a handicap parking permit that hangs on the rear veiw mirror, ask me if I ever drove her anywhere and forgot to display it when parked, guilty of nothing else than being forgetful.<br />Furthermore, if the store was closed it makes a big difference, as a former field tech that serviced point of sale systems I can guarantee you that service people park anywhere when performing after hours service at a store.
